過去数週間，高病原性鳥インフルエンザ highly pathogenic avian influenza (HPAI) の状況が悪化しており，metropolitan France の家きんと野鳥の感染数が急増した。秋が近づき，気温が下がり，渡り鳥の移動が開始されることから，リスク段階が from "negligible" to "moderate" throughout the national territory に引き上げられた。
