2023年7月11日、WHOは、10万人以上の難民を抱える世界で２番目に大きな難民キャンプであるケニア共和国（以下、「ケニア」という。）のハガデラ(Hagadera)難民キャンプに住む2人の急性弛緩性麻痺（AFP）患者とそこでの接触者である無症状の健常児2人から、伝播型ワクチン由来ポリオウイルス2型（cVDPV2）が検出されたとの公式報告を受けました。
遺伝子配列解析の結果、4つの分離株すべてがソマリアのバナディール(Banadir)で確認されている伝播型ワクチン由来ポリオウイルス2型との遺伝的関連性が示されました。
WHOは、難民キャンプの過密な生活環境、高い栄養不良率、貧弱な水と衛生施設、ソマリア連邦共和国（以下、「ソマリア」という。）との頻繁な人口移動のため、国レベルでの全体的なリスクは高いと評価しています。
